1.1 Message from Claude-Louis Gallien, FISU President

You are all here in
This event is part of FISU’s wonderful programme featuring 24 World University Championships in 2014; back in 2012, these championships had gathered 4,384 student athletes.
The World University Championships have been organized since 1962 under the auspices of FISU in 53 countries across the 5 continents, and they have gathered over 59,000 participants. In 2012, the number of World University Championships passed the 300 mark. There is no doubt that, in terms of number of participants, the 60,000 mark will be passed in 2014, making it a historic year for international university sport.
This year is marked by first editions in new disciplines. It is also worth noting that some of our members will host FISU events for the first time this year. After including basketball 3 x 3, netball and speed skating into its programme in 2012, FISU has added American football to the World University Championships programme this year. In addition, after
The 2014 World University Championships represent the 26th edition of these competitions, which take place every two years in even-numbered years. They alternate with the Summer and Winter Universiade, which are organized in odd-numbered years.
The championships provide a large number of students, teachers and sports leaders from various backgrounds with a place, in addition to the Universiades, to meet and share their experiences and ideas. The success of the championships has regularly increased over time. This shows how dynamic FISU member National University Sports Federations are more and more of them have put themselves forward for the organization of a championship.
FISU actively supports those events and endeavours to satisfy students’ creativity and aspirations by regularly promoting innovative sports disciplines. The aim is to retain the spirit of play and encourage the development of an open and curious mind among university athletes.
As university events, these World University Championships aim at the highest technical level and Excellence, which are basic requirements in university. In this sense, your presence here is already a sign of success.
The International University Sports Federation, the National University Sports Federation of China and all the organizers wish to thank you for participating and hope that you will be warmly welcome here and find favourable conditions for the best practice of your sport.

Dear friends,
On the celebrating occasion of the 13th World University Taekwondo Championship, I, on behalf of the Federation of University Sports of China (FUSC), would like to express my sincere gratitude to FISU for attributing this event to China, to warmly welcome all participants coming from afar and to extend my heartfelt appreciation to the Organizing Committee for the devoted efforts in preparing this championship.
It is our great honor and pleasure to host the 13th World University Taekwondo Championship. Youth are the future of the world. Among all the different phases in their lives, university period counts as the golden stage in which they can not only learn more academic knowledge, but also build up their own values. In this regard, university sports can help students in establishing innovative and persistent spirit, in the bonding and unity of a society and even in the advancement of human civilization. Therefore, we would like to devote ourselves to promote the development of university sports through exchange programs and help the university fulfill its social responsibilities.
With the platform of this championship, I hope students all over the world can share their distinct ideas, exchange sports techniques and further deepen their friendship. 1.8 Venues

1.8.1 Main Hall
(1) Area and Capacity
The main hall of the gym is as large as 2500 square meters and has a capacity of 3420 fixed seating and 2313 moveable seating, which can seat 5733 spectators. It is a multi-functional venue with advanced equipments of lights, sound effects and big screen for sports training and games, large gathering, celebration ceremonies and theatrical performances. This is the competition venue for the 13th World University Taekwondo Championship, where three standard platforms can be arranged during the completion.
(2) Supporting Facilities
There are Competition Management Office, Emergency Treatment, Drug Inspection, Locker room, Rest Room, Meeting Room, Fire Safety Monitoring Room, Temporary Media Room, VIP Reception Room, etc.
(3) Entrance and Passage
There is an entrance for VIP at the south-east part, an entrance for athletes at the south-west part on the first floor, three entrances for spectators and athletes at the east, south and north gate.
(4) There is a circular path on the first floor connected to the training hall, which is the playground passage for the championship.
1.8.2 Subsidiary Hall
The Subsidiary hall has four floors. The training hall with an area of 2600 square meters is on the first floor, which will function as the competitors’ warming-up and training area in the championship.
The bath center and dining hall are on the second floor.
On the third floor, there is a basketball playground covering 1338 square meters, a tennis hall covering 1420 square meters, fitness center and training gym. The Dancing Room, Aerobics Room and a 100-meter circular track are on the fourth floor.
1.8.3 Facilities outside the Gym
There is a large music fountain at the north gate of the gym, lawn and lighting system outside the gym. The parking lots for 445 cars lie in the east, south and west side.

3.1 Technical Committee for the 13th WUTC
3.1.1 Technical Committee (Supervisory/Arbitration Board)
In accordance with Activity Regulations of FISU,there shall be a Technical Committee which will be overlooked by CISCA (International Supervision, Control and Arbitration Committee).

To be nominated at the 1st General Technical Meeting |
Three experts selected by the General Assembly will be recognized as ITO members of the championship who have taekwondo experience as international competitors, coaches, or national and international officials.
Not more than two members of the Technical Committee should be from the same country/ region.
Referees shall be appointed jointly by WTF and the FISU Technical Delegate. The
participating delegations shall bear their costs of travel, board and lodging in proportion to the
number of athletes registered (from two (2) days before the opening ceremony to one (1) day
after the closing ceremony).
3.2 Competition Regulations
3.2.1 General Rules
The competition shall be conducted in accordance with FISU Competition Regulations for the 13th World University Taekwondo Championship.
3.2.2 Competition Rules
The 13th World University Taekwondo Championship shall be organized in accordance with
the latest Regulations of the World Taekwondo Federation(WTF)for Kyorugi, Poomsae and
Team Competition.
3.2.3 Dispute Resolution
The 13th World University Taekwondo Championship shall follow the latest Competition Regulations of the World Taekwondo Federation (WTF). In any dispute, the English text shall be regarded as authoritative.

3.2.4.2.2 Team Category

3.2.5 Methods of Competition
*Winning Team Format: 1 v 1, 2 v 2, 3 v 3, 4 v 4, 5 v 5, the best out of 5 matches will be the winner.
*Individual competition shall normally be between contestants in the same weight class. When necessary, adjoining weight class may be combined to create a single classification. No contestant is allowed to participate in more than one (1) weight category in one event.
*Team matches will be single elimination.
3.2.5.1 Drawing of Lots
The computer drawing will be held immediately following the General Technical Meeting held on June 7, 2014. The General Technical Meeting will be held at 2:00 PM.
3.2.5.2 Recording
The contents of competition should be recorded by the competition recorder when the competition starts and should be signed by the Technical Delegate at the moment when the competition finishes. And the competition recording should be closed when it is submitted to the Organizing Committee. After the competition, the dossier will be reviewed and signed by the FISU TD, copied and distributed if necessary and kept on file in the order of competition.
3.2.5.3. Poomsae Competition:
Duration of contest
-Individual competition:not more than two minutes
-Team competition:not more than two minutes
-Mixed pair competition :not more than two minutes
-The break time during the finals: one minute
Procedures for contest
1. Call for Contestants
Thirty minutes prior to the scheduled start of the contest, the work of check begins and the names of the contestants shall be announced three times. The contestants are supposed to come to the Call Room with valid certificates in due time for identity confirmation. Three minutes prior to the scheduled start of the contest, the names of those contestants who fail to come to the Call Room shall be announced three times at one-minute interval. Any contestant who fails to appear in the Contest Area within one minute after the scheduled start of the contest shall be regarded as having withdrawn from and forfeited the match.
2. Physical Inspection and Uniform Inspection
After being called, the contestants shall undergo a physical inspection and a uniform inspection at the specified inspection desk by an inspector designated by the WTF. The contestant shall not show any signs of aversion, and shall not bear any object which may cause harm to the other contestant.
3. Entering the Contest Area
Following the inspection, the contestant shall enter the Contestant Waiting Area with one coach accompanied.
4. Pre-contest and Post-contest Procedures
1) The contest shall begin at the command of “Shunsu-yipzhang”, “Cha-ryeot”, “Kyeong-rye”, “Poomsae-zhunbi” , “Shi-jak” by the competition coordinator.
2) After the end of each Poomsae, the contestants shall make a standing bow at the coodinator’s command of “Ba-ro”, Cha-ryeot” ,“Kyeong-rye”. Contestants shall wait for the coordinator’s declaration of the decision of the score.
3) The referee shall declare the winner according to the results of the earned score by judges.
4) The contest shall finish at the declaration of “Shunsu-tuezhang”.

3.2.5.4 Kyorugi Competition
Equipments
1、Protector
The 13th World University Taekwondo Championship shall utilize WTF-approved KP&P PSS. Before the start of each contest, the contestants shall activate the PSS coordinating with the technical officials at the sidelines. During the contest, valid points scored on the mid-section of the trunk shall be automatically recorded by the PSS, while the “valid turn” shall be scored by the judges.
2、Instant Video Replay System
The 13th World University Taekwondo Championship shall utilize WTF-approved DARTFISH IVR (Instant Video Replay System) with installation of at least two cameras and two monitors in each competition area. The reviewing quota will be announced by the technical delegate at the Joint Technical Meeting.
3、The electronic protector and head protector shall be provided by the Organizing Committee. The athletes are required to bring their own sensing socks, gloves, shin and forearm guards, mouthpieces and groin for their personal use.

Weigh-in
ITO will be in charge of weigh-in with help of OC Members and support from NTO.
1、Weigh-in of the contestants shall be completed one day before their scheduled competition day.
2、The time and place of weigh-in shall be decide by the Organizing Committee. The weigh-in must be finished within two hours. Weigh-in shall be made once, however, one more weigh-in is granted within one hour to any contestant who did not qualify the first time.
3、During the weigh-in, male contestants shall wear underpants and female contestants shall wear underpants and brassieres. However, contestants may weigh-in in the nude if they want to do so.
4、The practice scales (the error is not exceeding 0.01 kg) shall be supplied by the Organizing Committee at the contestants’ place of accommodation and the training venues.
5、The contestants are obliged to weigh-in with valid competition certificate, or they shall be regarded as disqualified.
(Explanation #1)
Not exceeding:
The weight limit is defined by the criterion of the digit on the second decimal place. For example, -50kg is established as until 50.009kg with 50.01kg being over the limit and resulting in disqualification.
(Explanation #2)
Over:
+50.00kg marks occur at the 50.01kg reading and 49.99kg and below is regarded as insufficient, resulting in disqualification.
Call for the Contestants
Thirty minutes prior to the scheduled start of the contest, the work of check begins and the names of the contestants shall be announced three times. The contestants are supposed to come to the Call Room with valid certificates in due time for identity confirmation. The contestants shall put on and test the protector, waiting for the inspection.
Inspection
After being called, the contestants, coaches and team doctors shall undergo a physical inspection and uniform inspection. Following the inspection, they shall wait for entering the Contest Area at a designated area.
Call for the Roll
Three minutes prior to the scheduled start of the contest, the names of those contestants shall be announced three times at one-minute interval. Any contestant who fails to appear in the Contest Area within one minute after the scheduled start of the contest shall be regarded as having withdrawn from and forfeited the match.
Entering the Competition Area
Following the calling for the roll, the contestants and one coach shall enter the competition area with one team doctor accompanied.
*Team Doctor or Registered Nurse or Physical Therapist
At the time of submission of entry for team officials, copies of relevant and appropriate license of Team Doctor, Registered Nurse or Physical Therapist written in English shall be attached. After verification, special accreditation cards shall be issued to those doctors, nurses or physical therapists. Only those who have obtained proper accreditation shall be allowed to proceed to competition area with coach.
Contest Procedures
Contest procedure in Individual Competition:
1、Before the start of the contest, the center referee will call “Chung, Hong.” Both contestants will enter the Contest Area. When any of contestant is not present or present without being fully attired, including all protective equipment, uniform, etc, at the Coach’ Zone by the time the referee call “Chung, Hong”, he/she shall be regarded as withdrawn from the contest and the referee shall declare the opponent as the winner.
2、The contestants shall face each other and make a standing bow at the referee’s command of “Cha-ryeot (attention)”and “Kyeong-rye (bow)”. A standing bow shall be made from the natural standing posture of “Charyeot” by bending the waist at an angle of more than 30 degrees with the head inclined to an angle of more than 45 degree. After the bow, the contestants shall put on their headgear.
3、The referee shall start the contest by commanding “Joon-bi (ready)” and “Shi-jak”.
4、The contest in each round shall begin with the declaration of “Shi-jak (start)” by the referee and shall end with the declaration of “Keu-man (stop)” by the referee. Even if the referee has not declared “Keu-man”, the contest shall be regarded as having ended when the match clock expires.
5、After the end of the last round , the contestants shall face each other at their designated positions. The contestants shall take off their headgears and exchange a standing bow at the referee’s command of “Charyeot”, “Kyeong-rye.” The contestants shall wait for the referee’s declaration of decision in a standing posture.
6、The referee shall declare the winner by raising his/her own hand to the winner’s side.
7、Retirement of the contestants
Contest Procedure in Team Competition:
1、Both teams shall wait at the designated area outside the contest area.
2、The two teams stand in line along the boundary line facing each other at the designated area.
3、The pre-contest and post-contest procedure shall be the same as that of Individual competition.
4、After the end of the competition, the team members shall face each other in a standing posture.
5、The two team members exit after the center referee’s declaration of the results.

Video Reviewing
1、Appeals are not accepted when electronic Protector Scoring System has been utilized, and the results by the video reviewing shall be the final judgment.
2、The reviewing quota will be announced by the technical delegate at the Joint Technical Meeting.
Damage
The contestants shall not damage the electronic protector or enlarge the contact area of the sensing socks, or they will be called foul or be declared as the foul loser by the center referee.
3.2.6 Entries
Entries for the 13th World University Taekwondo Championship shall be implemented in accordance with the Competition Regulations for the 13th WUTC.
3.2.6.1 Qualifications
Only the following may participate as competitors in the championship:
a) students who are currently officially registered as proceeding towards a degree or diploma at the university or similar institute whose status is recognized by the appropriate national academic authority of their country;
b) former students of the institutions mentioned in a) who have obtained their academic degree or diploma in the year preceding the event.
All competitors must satisfy the following conditions:
a) be a national of the country they represent;
b) be at least 17 and less than 28 years of age on January 1st in the year of the event;

2、For the Quantitative Entry, the officials, coaches, athletes and medical doctors of each participating delegation are required to submit their names, positions, events, categories, photos (32×40 mm of 200dpi, not larger than 300 kb/per) and the scanning copies of their passports with at least 6 months of validity. All required above are for the purpose of visa application and shall be of electronic edition.
3、Nominative Entry must be conducted by no later than May 8, 2014 to finalize the participating contestants. In case of any changes, information about the changes must be submitted by no later than May 8, 2014.

3.2.6.3 Participation Fee
1、The Organizing Committee shall collect participation fee of 40 Euro/ per person /per day.
2、As deposit, twenty five percent (25%) of the participation fee shall be paid by no later than May 8, 2014 to the designated account and the rest shall be paid after the participating delegations arrive.

3.2.6.4 Check-in of the participating delegations shall begin at 08:00 local time on June 6, 2014.
* CIC fees:
From 2014 on, FISU will implement a cash-free procedure regarding its CIC fees. This procedure will avoid that delegations require travelling with high amount of cash and will facilitate accounting procedures for all parties involved.
During the accreditation procedure at the WUCs, instead of receiving the FISU accreditation fee (20 EUR for member associations / 40 EUR for non-members), the CIC delegate will issue a pro-forma invoice to be signed by the Head of Delegation. The total amount of the CIC fees for the year 2014 due by a NUSF will be invoiced at the end of the year.
3.2.6.5 Arrival
1、After each participating delegation arrives, the Head of Team shall gather relevant certificates of the team members like passports, student cards and Certificate of Academic Eligibility etc and classify them in the category of position (official/ athlete), competition event, and gender to be ready for CIC inspection.
2、 At the first General Technical Meeting, Head of Team or his/her representative confirms and signs on the Participant List approved CIC.
3、 After approved by CIC, official Individual Registration Card shall be issued.
3.2.6.6 Methods of Participation
1、 Number of participants: the number of participating officials and athletes must be confirmed by the participating team at least one month before the scheduled start of the championship.
2、 Each participating delegation is authorized to enter for Kyorugi competition a maximum of sixteen (16) competitors (eight (8) men and eight (8) women) and five (5) officials. Each delegation may enter one (1) competitor for Kyorugi competition in each category. Five competitors from Individual Kyorugi will be selected for Team Kyorugi by each national team.
3、 Each participating delegation is authorized to enter for Poomsae competition a maximum of ten (10) competitors (five (5) men and five (5) women) and four (4) officials. Each competitor may compete in more than one category of Poomsae competition.
4、 Each competitor may compete in both Kyorugi, Poomsae and Team.

3.4 Medical Regulation
3.4.1 Medical Services
1、The Organizing Committee shall provide free and adequate medical assistance to the FISU Family, participants and all other accredited persons.
2、During the competition and training time, the Organization Committee will provide all accredited persons with adequate medical assistance in accordance with the FSI regulations.
3、During the championship, all accredited persons will get medical assistance and accident insurance at their own expense.
4、All venues shall be equipped with Emergency Room and ambulance where splint, ice bag, conventional medicines and emergency treatment are available for the injured athletes.
5、The Organizing Committee will cooperate, in case of emergency, with high-quality local hospitals for evaluation and treatment. The information of designated hospitals could be obtained from the Emergency Rooms.
3.4.2 Doping Control
The use of doping is strictly forbidden according to FISU Regulations. All athletes shall abide by the relevant anti-doping rules and regulations. Any contestant may be required to undertake a doping control test at any time.

The analysis of samples will be done by the WADA-accredited laboratory of China Anti-Doping Agency. The results of all analyses shall be reported directly to the Chair of the FISU Medical Committee, the World Anti-Doping Agency, and relevant FSN.
Any contestant who tries to avoid or refuse to take a doping control test or who is found of guilty of doping shall be disqualified and may be subjected to disciplinary actions.
For the interpretation of doping control regulations, the FISU Medical Committee is the sole authority.
3.5 Technical Meetings
3.5.1 There shall be a Technical Committee for this championship which shall consist of:
(1) a chair (FISU TD)
(2) a representative of the Organizing Committee for the sport;
(3) the representative of of the appropriate FSN of the organizing county;
(4) the representative of the appropriate FSI;
(5) three experts nominated at the first (1st) General Technical Meeting on the proposal adopted during the first (1st ) Technical Committee Meeting.
The Technical Committee will be assisted in its work by adequate personnel from the OC.
Not more than two members of the CT should be from the same country/region.
3.5.2 During the days prior to the start of the sport event for which s/he is responsible for, the Chair of the CT shall convene the following meetings:
(1) The meeting of the Technical Committee during which the staff members from the Organizing Committee for the sport may also attend as observers.
(2) The first (1st) General Technical Meeting to which shall be invited the members of the Technical Committee and a representative from each country/ region competing in the sport.
3.5.3 The first (1st ) meeting from the Technical Committee must:
(1) prepare the first (1st) General Technical Meeting;
(2) appoint the criteria to set up a jury of appeal;
(3) decide the system of appointment of referees and judges;
(4) approve the detailed program for the sport;
(5) propose the nomination of three (3) experts from participating countries/regions to become members of the CT.
3.5.4 The first (1st ) General Technical Meeting must:
(1) nominate three (3) experts according to the rules under Article 3.5.3.(5);
(2) approve the detailed program of the sport;
(3) appoint a Jury of Appeal according to the rules FSI of the sport concerned. The members of the Jury must be from different countries/regions;
(4) take if necessary the emergency measures in order to ensure the smooth technical running of the event.
(5) confirm the official list of the competitors accredited by the CIC, who will take part in the competitions. The Head of Delegation or his/her representative will confirm the attendance of their country/region’s athletes for this sport by signing that list and, if required, by filling in an entry form.
On this entry form must appear the accreditation card number of the participant attributed by the CIC, the first name, surname and competitor’s number.
The competitors not approved by the CIC will not be authorized to take part in the competition.
3.5.5 The CT appoints referees and judges for all the competitions.
3.5.6 Before the end of the Championship the members of the CT (Art. 3.5.1) shall meet to make recommendations for the future organization of the sport.
3.5.7 The Chair of the CT shall have the right to attend all meetings of the CT.
3.5.8 The Chair of the CT prior to the start of the sport for which he is responsible in the championship, is obliged:
1、to maintain close cooperation with the Chair of the CT and with the representatives of the Organizing Committee in the CT;
2、to ensure that the regulations of the FSI concerned are observed;
3、to inspect the sport facilities and the equipment to be used during the competition;
4、to gather exact information concerning:
(1) The number and level of performance of the participating competitors or teams;
(2) The number and qualifications of the referees and judges in the participating delegations;
(3) The system of the draw.
5、to prepare the CT meeting with the representative of the participating countries/ regions (Art. 3.5.2). In agreement of with the members of the CT, the Chair shall prepare the proposals for:
(1) The appointment of Jury of Appeal and of the referee/judge sub-commission;
(2) The nomination of three (3) experts from participating countries/ regions to become members of the CT;
(3) The system of appointment of the referees and judges for each competition.
3.5.9 At the end of the competitions of the sport of which s/he is responsible for, the Chair of the CT has to sign the competition results produced by the Organizing Committee in three (3) authentic copies.
(1) for the FISU archives;
(2) for the Organizing Committee archives;
(3) for the appropriate International Sports Federation.
3.5.10 At the end of the University Taekwondo Championship, each CT Chair has to present a report which shall include:
(1) recommendations for the future Championship;
(2) a summary of the best results;
(3) a final report on the organization.

3.6 Referees and Protests
3.6.1 Referees and Jury of Appeal
The members of the Supervisory Board for the 13th World University Taekwondo Championship shall consist of FISU Technical Delegate as Chair, Technical Delegate from the WTF, Technical Delegate from NSF, Technical Delegate from the Organizing Committee along with the FISU Medical Delegate and Three Members selected through the General Technical Committee Meeting to manage the championship, and shall be overlooked by the CISCA (International Supervision, Control and Arbitration Committee of FISU).
Qualifications
The referees and judges for the 13th World University Taekwondo Championship must be the holder of the latest Certificate of WTF International Referees.
Responsibility
The judgment of referees and judges must be fair and accurate and they are responsible for the Jury of Appeal. If necessary, all contests shall undergo video replay by the Jury of Appeal.
The member of Jury of Appeal shall be determined at the 1st General Technical Meeting.
Uniforms
The referees and judges are required to wear WTF-designated uniforms. The referees and judges shall not bring any objects that may hinder the competition.
3.6.2 Protests and Appeals
1、Any protest of a sport nature or disciplinary nature, must reach the jury through the referee or other competent official according to the regulations laid down by the appropriate FSI or by the technical regulations.
2、Each head of Delegation or his/her deputy has resource to protest against the decision of the Jury. This protest must be submitted in writing to the Jury of Appeal in accordance with the regulations of the appropriate FSI. Such protest must be accompanied by a deposit of 200
3、Any decision of the Jury of Appeal of an event is final and must be reported immediately to the Head of Delegation of the country/region concerned.
Sanctions
Any serious misconduct by athletes or officials will result in a written recommendation for sanction to the WTF President with a detailed statement of incident to follow co-signed by the CISCA Chair of the Championship and FISU TD/WTF TD.

3.7 Awards
3.7.1 The medals will be provided by the Organizing Committee and the design of medals should be approved by the FISU Executive Committee.
3.7.2 Medals will be awarded to the top four competitors in Individual Poomsae and Individual Kyorugi: one gold, one silver and two bronze. Team Poomsae and Team Kyorugi will receive gold medals for first place team members, silver medals for second place team members and bronze medals for third place team members.
In the following cases, medals will be awarded:
- If there are only three (3) individual competitors or three (3) teams participating in an event, there will be one (1) Gold medal.
- If there are five (5) individual competitors or five (5) teams participating in an event, there will be one (1) Gold medal and one (1) Silver medal.
- If there are more than six (6) individual competitors or six (6) teams participating in an event, there will be one (1) Gold medal, one (1) Silver medal and Bronze medal of one (1) or two (2).
3.7.3 The official languages for the Awarding Ceremony are English and Chinese.
3.7.4 Certificate of Achievement shall be awarded to the top eight (8) athletes/teams in the individual and team competitions.
3.7.5 The Organizing Committee shall award Participation Certificates to all participating athletes as well as all officials.

3.8.2 Sport Information desks
Sport Information Desks, located in all the hotels and competition venues, will provide the athletes and officials with sport information.

The SIDs will be open 1 hour prior to the competition and closed 1 hour after the competition.
3.9 Press Interview
There is also Mixed Zone in the venue where the media are able to do first-hand interviews with athletes immediately after the competition. After the competitions all the athletes must exit the Field of Play through the Mixed Zone; this is their responsibility.
Press Conference Rooms are provided in the venue for semi-finals and finals, for FISU, Federation of University Sport of China, the Organizing Committee, and the delegations to hold press conferences.

4.1 Application for Chinese Visa
In principle, all foreigners participating in the 13th World University Taekwondo Championship shall apply either in advance for Chinese visas at Chinese embassies, consulates and offices abroad; at the offices of commissioners in Hong Kong and Macao,or at any other overseas institutions authorized by China’s Ministry of Foreign Affairs. The only exception would be foreigners that can receive a visa exemption for entry into the mainland of
The following materials must be submitted to apply for a Chinese visa:
1、The Invitation Letter from the Organizing Committee for 13th World University Taekwondo Championship or
2、A passport that is valid for at least 6 months from the date of submission and has at least one blank page.
3、A Visa Application Form of the People’s Republic of China filled out accurately completely and clearly, and signed by the applicant.
4、A recent photograph with a full front-view of the applicant’s head and shoulders, without any head covering (Head coverings required by religions will be allowed); (Casual photos from everyday life, duplicated photos, or digital photos printed on ordinary paper are not acceptable.)
5、Any other supporting documents related to the visa application, as required by the visa officer.
The visa application materials must be submitted by the applicant in person, or by another person acting on his or her behalf, except in cases in which the applicant must appear in person, or when the visa officer requires a personal interview.

4.2 Arrival and Departure
1、The delegations, who enter and exit China from Beijing, Shanghai, Guangdong, Zhuhai, Urumqi and Macau (general transfer and entry-exit ports), shall be responsible for their own transportation to accommodation sites in Hohhot. No reception desk will be set up by the local governments and those ports. But in case of need, the local governments and these ports shall offer them necessary assistance.
2、The Organizing Committee strongly suggests that the foreign participants enter and exit from Beijing International Airport, or enter China through general transfer and entry/exit ports and then transfer to Hohhot Baita International Airport.
3、To ensure that participants enjoy quality, convenient and efficient services for arrival and departure, it is suggested that the participants provide their arrival and departure information to the Organizing Committee in time.
4.3 Transportation
1、The 13th World University Taekwondo Championship will be held from June 8 to 14, 2014 in Hohhot, China. The Organizing Committee will provide transportation services during June 6 to 15 to all participants, officials, referees, media persons and accredited FISU members.
2、The relevant transportation information and enquiry services will be available at the Transportation Information Center.
3、On the days of the Opening and Closing Ceremonies, the Organizing Committee will provide transportation services to all that attend the ceremonies.
4.4 Accommodation
1、The Organizing Committee will provide the participating delegations and team officials with accommodation services including everyday cleaning, check-in check-out, luggage and other relevant services.
2、The Organizing Committee will provide accommodation services to the referees, technical officials, media persons, VIP sponsors, the Organizing Committee officials and the guests.
